BUSINESS OPPORTUNITIES IN OIL AND GAS

Aiming to provide information regarding business opportunities in Brazil to our clients and business partners, especially in regard to the Oil and Gas sector, we present the information below related to the regulatory updates regarding the New Gas Bill of Law, as well as the most recent opportunities released in the context of activities involving the O&G industry.

NEW GAS BILL OF LAW RETURNS ON THE AGENDA OF HOUSE OF REPRESENTATIVES.

Background Information
On December 10, 2020, the Senate voted to add four amendments to the Gas Bill. Since the Senate amended the bill, it was sent back to the House of Representatives for the voting of such amendments.

Latest Developments
On February 25, 2021 the Collegiate of Leaders, agreed that the Bill of Law No. 4476/2020 (“Gas Bill”) would return to the House of Representatives’ agenda on the beginning of March.

The rapporteur of the Gas Bill, Laércio Oliveira (PP-SE), proposed the rejection of all amendments proposed and approved by the Senate that enabled the market’s verticalization, removed ANP’s power to classify gas pipelines, and reinforced the states’ ability to legislate on piped gas services matters.

In regard the inflexible thermals, the amendment had already been rejected by the Senate with no possibility of returning to the text in the House of Representatives.

Considering the above, the tendency is for the approval of the Gas Bill with the rejection of all amendments proposed by the Senate, allowing its submission for presidential sanction.

2021 ANP BIDDING ROUNDS:

 17th Bidding Round
On February 3, 2021, ANP held a Public Hearing involving the 17th Bidding Round for the concession of 92 blocks with exploratory risk, located in 11 sectors of 4 sedimentary basins: Campos, Pelotas, Potiguar and Santos.

The Bidding Special Committee (CEL) has set a preliminary schedule, which is available on the ANP website, establishing the dates for each phase of bid. According to the ANP schedule, up next is the publication of the final versions of the tender rules and the concession contract, which is scheduled for July 27, 2021, being such date subject to change.

PETROBRAS CONTRACTING OPPORTUNITIES:

Bid for Time Charter of up to 5 Offshore Drilling Rigs
Petrobras released a new bid scheduled for March 15, 2021, for the contracting of up to five offshore drilling rigs.

The procedure will be split into two lots.

For the first lot, Petrobras seeks to contract one or two drilling rigs that contains MPD technology, with the operations scheduled for September 2022.

For the second lot, Petrobras seeks to contract one to three drilling rigs (without mandatory MPD technology), with operations scheduled for December 2022.

The charter agreements shall no exceed 3 years, in both lots, with the possibility of termination after the first year and a half.

Among other conditions imposed by Petrobras are the rigs capacity to operate in water depths of 1,600 meters and 2,200 meters (desirable between 1,200 meters and 2,500 meters), as well as to drill wells of 7 thousand meters (desirable 10 thousand meters).

The contracting also involves the execution of drilling services agreements for each of the drilling rigs.
