Banking, Project Finance and Infrastructure Alert | New Brazilian Basic Sanitation Legal Framework

In the newsletter “Basic Sanitation Legal Framework”, our Projects & Infrastructure team explains the main changes and innovations brought by Bill of Law 4,162 / 2019, approved by the Federal Senate on June 24, 2020 and currently awaiting sanction by the President of the Republic.

Among others, the newsletter addresses the replacement of Program Agreements by bidding processes, with the participation of public and private companies; the expansion of the National Water Agency (ANA) powers; the regionalized provision of sanitation and water supply services, by the formation of groups of municipalities; as well as the universalization goals provided for in the Legal Framework.

Supporters of the Legal Framework estimate that the new model will attract private investment, improve the quality of services, stimulate the resumption of the economy and generate about 1 (one) million jobs in the next five years, helping Brazil to rise after the crisis arising from the COVID-19 pandemic.
